Default color palette issue: workaround as of 2020

A quirky thing at least in 2019 is that the default color palette will shift from RGB to PANTONE. This is a bug.

The work-around is to select an RGB color; easiest is to select something and click any fill color using the vertical bar on the side. For that document, all future color selections will default to the RGB palette.

The issue I have is in this old thread:
http://community.coreldraw.com/talk/coreldraw_graphics_suite_x7/f/810/t/47820?pi1365=4&pi1484=2&pi1364=32
My document settings, default etc. has the default RGB palette, and everything is set to RGB. When I go to edit the color (say uniform fill), the color select shows up as RGB default in the color viewer, but in the "show color palettes" goes to a PANTENE palette. I then have to scroll and select the default. How can I make the palette viewer default to the correct one (default RGB)?

Thanks,
Paul
