This seems to be is a part of Microsoft’s “PowerToys” https://apps.microsoft.com/detail/xp89dcgq3k6vld?hl=en-US&gl=US. Install one or the other - PowerToys is probably simpler, but you need to open the PowerToys app, and enable ZoomIt from the Dashboard.
EpicPen
I’ve used EpicPen, which is functionally similar to ZoomIt but needs a license. Furthermore, EpicPen seems older software. ZoomIt does have more features, but I don’t use those. However, having the drawing remain on the live screen is rgeat - as of March 2025, ZoomIt needs to zoom in first to allow live drawing.
